Meaghan - if you're viewing it on the home page (where you have to scroll down through serveral posts), just click on the words: "44 comments". Or if you are just on that blog post: http://www.fabulesslyfrugal.com/2009/10/fabuless-birthday-bash-giveaway-day-8.html, scroll to the very end of all the comments and you'll see the words "post a comment".
